Driving documents and vehicle licensing
Know which document authorises the driver and which licenses the vehicle
What you will learn
- Distinguish a driver licence from a vehicle licence disc.
- Prepare a learner-test application.
- Recognise when professional-driving conditions need checking.
Driver authority and owner responsibility
A driver needs a valid document authorising the vehicle class and must obey its conditions. Carry the licence or authorising document when driving. A vehicle owner must not permit an unlicensed person to drive it on a public road.
The driver’s licence is different from the vehicle’s licence disc. One authorises the person; the other records the vehicle’s licensing. A licensed vehicle does not authorise its unlicensed owner to drive, and a licensed driver must not assume an expired or unroadworthy vehicle is permitted.
The reference vehicle-disc period is 12 months, with a prescribed renewal process. Check the current expiry and official renewal requirements; do not rely on a remembered grace period as your routine plan.
Key idea: Both driver authority and vehicle licensing must be valid.
Applying for the learner test
Apply through a registered driving licence testing centre, using the prescribed learner application such as LL1. Confirm booking arrangements through the centre or official government guidance, not an unsolicited payment message.
The reference application includes acceptable identification, a copy, photographs and the applicable fee, plus specified medical requirements for older applicants. Current photo, proof-of-address, eyesight and medical requirements can vary with updated procedures. Obtain the actual checklist before travelling to the appointment.
Keep the official booking receipt and arrive with the requested documents. Do not assume the app’s test-day checklist has completed the application for you.
Key idea: Confirm the current centre-specific document and booking requirements.
Professional permits and address changes
A professional driving permit is required for prescribed vehicle classes and uses. Whether it applies depends on the vehicle and the work, not merely whether the driver is paid in a particular month. A learner exception described in the reference depends on correctly qualified supervision.
The manual also requires notification of a permanent address change within 14 days in the prescribed manner. Confirm the current official process and maintain accurate licensing details.
A study app cannot issue a licence, permit or official booking. Use its explanations to know what to check, then use authorised channels to obtain or update the document.
Key idea: Check permit and update obligations with the authorised authority.
A valid disc but no driving authority
A vehicle owner has renewed the licence disc but does not hold the licence needed to drive it.
- Recognise that the disc licenses the vehicle, not the person.
- Do not drive on a public road without the proper authorising document.
- Use a correctly licensed driver or meet the learner and supervision requirements.
Quick recap
- Driver licence and vehicle disc serve different purposes.
- An owner must not permit unlicensed driving.
- Confirm current DLTC application requirements.
- Check professional permits where the vehicle and use require them.
